Meeting to evaluate foreign non-governmental affairs in Binh Dinh province in 2022

On the morning of 15th December 2022, Mr Nguyen Thai Binh, Director of the Foreign Affairs Department, Vice Head of Provincial Committee for Foreign Non-Governmental (FNG) Organization Affairs chaired the meeting to evaluate the FNG affairs in Binh Dinh province in 2022. The meeting was attended by the members of the Provincial Committee for FNG Organization Affairs; the representatives of relevant departments, agencies, associations, unions, the People’s Committee of districts, city and the FNG project owners in the province.
At the meeting, the Department of Foreign Affairs presented a report on the promotion and implementation of FNG aid projects and non-project activities in 2022. According to the report, as of 15th December 2022, there have been 25 ongoing programs, projects and non-project activities in the province funded by the foreign individuals and organizations, with a total disbursed amount of USD 2,519,275. Out of 25 programs, projects and non-project activities, 18 programs, projects and non-project activities are funded by FNG Organizations with the disbursed amount of USD 2,236,011 and 07 programs and projects funded by the international organizations and individuals with the disbursed amount of USD 283,264. The aids were mainly in the fields of Health (08 items, valued USD 1,324,312); Education and Training (07 items, valued USD 635,356); Social Affairs Solutions (07 items, valued USD 500,977); Climate Change (02 items, valued USD 43,797); Hunger Eradication and Poverty Reduction (01 item, valued USD 14,833).
Although there have been many difficulties caused by the COVID-19 pandemic in the first months of 2022 as well as the inflation and the increasing prices of petroleum supplies, raw materials and products in some countries; the FNG organizations and the project owners have made a lot of efforts in the programs, projects, non-project activities implementation. Most of the projects and non-project activities have been completed as scheduled and achieved effectiveness, which helps the officials and local people in the project sites enhance their capacity of management and absorb the scientific advances in work, production, etc.. This has gradually contributed to the changes of thinking, approaching and cooperating with the FNG organizations in a friendly and modern way. The above said achievements have been made thanks to the timely direction of the Provincial People’s Committee, the close cooperation of the relevant agencies in the completion of relevant legal documents as well as the giving opinions on the projects, non-projects assessment and expansion of the operation areas of the FNG organizations in the province. Furthermore, the agencies, localities of the province have been fully awared of the aids mobilization, the management and usage of FNG aids; implemented the programs, projects for the right purposes, requirements and objectives; chosen the right beneficiaries, which has contributed to the effective usage of FNG aids. Especially, as the focal point, the Foreign Affairs Department has made many innovations in monitoring, consulting, proposing, inspecting and timely summarizing the projects, non-projects implementation, which assists the authorities in the timely solution to the relevant difficulties and problems.
In order to help the FNG projects, non-projects implementation in the province achieve more effectiveness, the meeting focused on the discussion and agreement on the key measures to promote the mobilization, monitoring, management of FNG projects, non-projects in the coming time. Moreover, the Provincial Department of Health and the Red Cross Society have been chosen as the typical agencies with remarkable achievements, and proposed to the Provincial People's Committee to present Certificates of Merit in 2022./.
