Binh Dinh Provincial People's Committee and Syre Group (Sweden) sign MOU on investment cooperation
On the morning of April 25, 2025, at the Provincial People's Committee Headquarters, the People's Committee of Binh Dinh Province held a signing ceremony of the Memorandum of Understanding (MOU) on investment cooperation with Syre Group (Sweden) on the Polyester Fiber Recycling Production project. This is an important step and a foundation for the implementation of the largest-scale project ever in Binh Dinh Province. At the ceremony, on the side of Binh Dinh province, there were comrade Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, comrade Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of relevant departments and agencies. On the Swedish side, there were Ambassador Johan Ndisi, Ms. Erika Staffas Edström, Head of Political Section, Embassy of Sweden in Vietnam; representatives of Syre Group including Ms. Susanna Campbell, Chair of the Group, Mr. Dennis Nobelius, CEO of the Group, Ms. Stina Billinger, Director of Sustainable Development and External Relations and consulting partners related to the project.

At the meeting, Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee introduced that Binh Dinh has a strategic and important position, the nearest and most convenient gateway to the East Sea of the Central Highlands, Southern Laos and Northeastern Cambodia with diverse terrain and a 134km long coastline, the province possesses advantages in synchronous infrastructure (railway, North-South expressway, deep-water seaport, international airport), abundant human resources, open investment environment.... In addition, Binh Dinh is implementing a development strategy to become an industrial - service - green urban center of the Central region, while focusing on attracting large projects with applying high-tech, using renewable energy and being environmentally friendly. The polyester fabric recycling project of Syre Group (Sweden) not only received support and appreciation from the Prime Minister and central ministries but also conformed to the circular economic development orientation, green energy transition of Viet Nam and the potential of Binh Dinh province. Therefore, the Vietnamese Government and Binh Dinh provincial authorities committed to providing maximum support for Syre Group to effectively implement the project.
On behalf of Syre Group, Ms. Susanna Campbell - the Chair said that Syre is a pioneer in the field of recycling from textile to textile, with the mission of reducing carbon emissions and waste in the textile industry. In addition, Syre's circular recycling solution creates polyester same as virgin polyester but superior in sustainability.
Ambassador Johan Ndisi expressed his honor to witness the signing ceremony, affirming that Sweden is one of the first European countries to establish relations with Viet Nam and has invested more than 3 billion USD from more than 70 present enterprises. The Ambassador assessed Viet Nam as a key country in the global supply chain and emphasized that the Syre Group's project would contribute to promoting the green transition, enhancing the strategic partnership between the two countries, especially in science and technology and the circular economy.
Mr. Dennis Nobelius - CEO of Syre Group shared: “Syre Group aims to form and develop the first fiber recycling project in Binh Dinh - Viet Nam and also the first project in the world. You have a very dynamic economy, the textile and garment sector is very developed. The technology we use is one of the most advanced technologies.” He said that Syre would collect textile waste from countries such as India, Spain, Indonesia, the Philippines and is committed to coordinating with the province to handle the import of raw materials in accordance with legal regulations.
Speaking at the meeting, Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee said that the province is committed to accompanying enterprises throughout the project implementation process and requested investors to strictly comply with the content and project implementation plan according to the signed MOU to soon turn this project into a symbol of green and circular transformation in the textile and garment industry as the project's objectives have set out.
After that, the People's Committee of Binh Dinh province and Syre Group signed a MOU on investment cooperation in the Polyester Fiber Recycling Production project. The project promises to become a symbol of good cooperation between Viet Nam and Sweden in Binh Dinh province and an important foundation in promoting the development of a circular economy and green transition.
